Business and Operations Support (Post-secondary education and industry experience required)

Business and Operations Support

Business and operations support covers about 65,000 employees in a wide range of occupations that support the various aspects of the petroleum industry's business. These activities include functional service areas such as air transportation, energy asset management, environment, health and safety, surface and sub-surface rights acquisition, administration, management, regulatory affairs and stakeholder relations.

In the next five years, approximately 6,000 job openings within this group may need to be filled to support industry activity and over 10,0000 jobs could be vacated due to retirements. Although not all of the job openings are expected to be filled as a number of companies continue to look for ways to optimize productivity and with some still going through mergers, acquisitions and restructuring, workforce demand is still significant. Purchasing agents and officers including landmen, managers and supervisors, inspectors in public and environmental health and safety as well as various standard functions such as IT, HR, etc. are expected to have the greatest hiring needs. Some of the specialized roles requiring industry-specific knowledge and experience are already experiencing labour shortages which are expected to escalate in 2018 and 2019.

Engineers

There are close to 10,000 engineers working in all parts of the upstream petroleum industry, including exploration, extraction, production and transportation. The common denominator for Engineers is that work typically involves the professional design, construction, operation, maintenance, quality control and optimization of systems critical to the exploration, production, processing and transportation of petroleum.

This job category could see a 7% employment growth in the next five years, or 700 net new jobs. Over 75% of new jobs created will be in petroleum, chemical and mechanical engineers. Between now and 2021, approximately 10% or 1,000 engineers could retire. Many engineers provide industry-specific technical knowledge and skills. With companies looking to implement innovation and technological advancements to further improve efficiencies and productivity, it is assumed companies will be filling some of the job vacancies resulting from retiring engineers. The oil and gas industry is projected to experience labour and skill shortages for this job category in 2018 and 2019.

Field Workers (High school diploma preferred)

Field Workers

Drilling, oilfield servicing and seismic contractors, as well as some pipeline companies, employ close to 10,000 Field Workers. The jobs tend to be routine in nature and the training is done on-the-job. These occupations provide a good entry point for the industry and assist in the operation of the rig equipment when drilling, completing or maintaining a well.

In the next five years, 1,000 new workers may need to be hired to support industry growth. In Q1 2017, oil and gas service companies reported experiencing attraction and recruitment challenges for rig workers and in fact, labour shortages are expected for this occupation in the next three years.  Retention problems, particularly high turnover rates, are also prevalent within this job category, which result in increased hiring activity to meet workforce needs.

Geosciences Professionals

There are currently approximately 3,500 Geoscience Professionals in Canada's oil and gas industry. They complete geological and geophysical work, and require an applied knowledge in geology, chemistry, physics and mathematics to locate, evaluate and economically develop and/or produce mineral, geothermal and oil and gas deposits; to investigate, measure and map seismic, gravitational, electrical, thermal and magnetic forces impacting the earth; and to study, analyze and interpret data relating to seismic forces and other earth processes.

If oil prices and market conditions are more favourable beginning this year, this occupation will see an 11% employment growth - or 400 new job openings between now and 2021. Potentially adding to this challenge is that almost a fifth of the current workforce could retire over the next five years. Labour and skill shortages are forecasted in 2018 and 2019.

Marine and Nautical Services

Marine and nautical services may work on floating drilling and production facilities, supply and standby vessels, seismic and chase vessels, petroleum product carriers and tankers, and tugs. There are 300 positions currently that are responsible for the transportation of passengers and materials, the stabilization of water-based units and vessels, and the operations, inspection, maintenance and repair of underwater drilling and production facilities.

Labour demand for this job category is directly tied to offshore projects moving into operations as well as an increase in offshore exploration and drilling activities. Although marine-related workforce requirements are relatively small compared to the entire industry, working offshore is not for everyone and job openings could prove difficult to fill.

Operators

Operators are the largest job category within the upstream petroleum industry, with 60,000 current employees. Operator jobs typically involve the specialized operation of control systems and equipment related to plant and facilities, heavy equipment, rigs, wells and pipelines.

From 2017 to 2021, 6,600 new workers may need to be hired to fill job openings as a result of increased industry activity. In fact, the top five occupations with the greatest expansion demand fall under this category and include: oil and gas drilling and services operators and supervisors, heavy equipment operators as well as plant, field and pipeline operators. Another 6,800 job vacancies could result from retiring workers. Employers will need to carefully consider whether to fill the roles or transfer the duties and responsibilities to other positions. The implementation of technology, such as automation and digitization, could decrease the workforce requirements for this job category. Labour shortages are already being reported by oil and gas service companies particularly for drillers, truck drivers, fracturing and cementing operators.

Technicians and Technologists (Specialized or technical post-secondary education required)

Technicians and Technologists

There are over 10,000 Technicians and Technologists in Canada's oil and gas industry who help Engineers with planning, designing and constructing in a related discipline. Technician work involves the installation, operation, servicing, monitoring, troubleshooting and fixing of equipment used in the petroleum industry. Technologists design devices and equipment, decide which equipment to use on a project, determine how to use it and supervise its installation and use.

Innovation and technological advancements have contributed and will continue to drive job growth in this occupational group. From 2017 to 2021, the industry may need to hire 1,200 technologists and technicians due to growth/expansion and an equal number of job openings could result from retiring workers. Job creation within this category will be greatest in power engineering, geological, petroleum and mining. Some occupations in this job category could begin to see labour and skill shortages as early as this year but the majority will experience labour supply/demand gaps in 2018 and 2019.

Trades

Tradespeople account for 18,000 employees and play a big role in the upstream petroleum industry. They are typically involved in the actual execution of the industry's day-to-day functions or work in maintenance roles where they are involved in all the work necessary to keep facilities and equipment in good repair and reliable working order. A compulsory trade is one where by law an individual must be certified journeyperson or registered apprentice to do the work of that trade.

Within the next five years, the industry may need to fill 1,400 job openings due to expansion/growth and potentially close to 2,000 due to retirements. Trades are critical to maintaining and optimizing oil and gas operations so companies will carefully consider how to meet workforce needs for this job category which could include transferring duties to other roles. Similar to Operators, the need for trades workers may be reduced with the shift towards automation and digitization. Trades occupations with the greatest number of job openings are heavy-duty equipment mechanics, millwrights, industrial electricians, welders, steamfitters and pipefitters and the majority will see labour and skill shortages in 2018 and 2019. Already, in early 2017, a number of companies reported experiencing difficulty recruiting for electricians, instrumentation technicians and mechanics and millwrights.
